When should I charge my laptop? Should I plug it in whenever I can, or wait until the battery is low?

Great question! Laptop batteries do wear out over time, and following your manufacturer’s instructions can really give you more satisfaction.

You didn’t say what kind of computer you have. Apple has a website listing best practices for battery life. It is here: https://www.apple.com/batteries/maximizing-performance/.

Dell has a similar web page: https://www.dell.com/learn/us/en/98/consumer/extend-laptop-battery-life, as does HP: https://support.hp.com/us-en/document/c01297640.

All of them talk about using power settings on your computer, keeping your computer reasonably cool, (Don’t use it on top of a pillow!), powering down occasionally, etc. The best idea would be to look up your manufacturer’s advice for getting the most out of your laptop battery. They know best!
